Dy CM J&K rescinds transfer orders issued by E-IN-C at fag end of superannuation? Warns of illegal orders

Jammu, July 09: Serious irregularities in the functioning of senior officials have come to light, with credible documents revealing multiple violations committed by various department heads. However, in most cases, the administration failed to take action.

In a rare instance of swift accountability, Deputy Chief Minister Surinder Choudhary took decisive action against one such illegality involving unauthorized transfer orders issued by the then Engineer-in-Chief (E-in-C) of the Public Works (R&B) Department in the final month of her retirement.

On the instructions of the Deputy Chief Minister, the government rescinded the transfer orders that had been issued without the approval of the competent authority. The transfers were found to be in violation of the government’s transfer/posting policy outlined in G.O. No. 861-GAD of 2010 dated 28.07.2010 and G.O. No. 948-JK(GAD) of 2020 dated 15.10.2020.

Taking serious note of the procedural lapses, the Deputy CM directed the Administrative Department to immediately cancel all such unauthorized orders. Acting on these directions, the government rescinded Order No. PW/EIC/Estab/36 of 2025 dated 17.06.2025 via a new government order dated 09.07.2025.

The Deputy Chief Minister further issued a stern warning, stating:
“Violations of government policy will not be tolerated under any circumstances. Those responsible for such acts will face serious repercussions as per governing rules.”

It is pertinent to mention that the now-retired Engineer-in-Chief had issued the controversial transfer and posting orders on the eve of her superannuation, prompting the government to declare them unauthorized and in direct violation of established policy.

An official order accessed by this publication confirms that the Jammu and Kashmir government has formally nullified the transfers, reinforcing the administration’s commitment to uphold transparency and procedural integrity.
