Chief Minister Omar Abdullah on Wednesday chaired a high-level meeting to comprehensively review the District Capex Budget 2025–26, Constituency Development Fund (CDF) scheme, revenue generation measures, and social welfare-linked financial inclusion programmes.
During the meeting, the Chief Minister emphasized that grassroots development must remain the core priority of governance, with focused attention on sectors directly impacting people’s daily lives such as rural infrastructure, healthcare, education, and employment. He directed district administrations to ensure that Capex allocations are utilized efficiently and transparently, with timely completion of projects to avoid cost overruns and delays.
On revenue generation, the Chief Minister underlined the need for departments to adopt innovative approaches and widen the tax base without creating additional burden on common citizens. He stressed strengthening compliance mechanisms and plugging revenue leakages to ensure that the state’s financial resources are maximized for developmental works.
With regard to the CDF scheme, Omar Abdullah urged legislators and officials to align constituency-level projects with broader developmental priorities, ensuring that funds are used for community-centric works that benefit the maximum number of people rather than fragmented or overlapping initiatives.
The Chief Minister also laid special focus on social welfare-linked financial inclusion, noting that welfare schemes must reach the deserving and marginalized sections without delay or discrimination. He directed departments to streamline beneficiary identification, enhance transparency through digital monitoring, and minimize bureaucratic hurdles that often deprive citizens of timely assistance.
Highlighting the government’s people-first approach, Omar Abdullah said that development cannot be measured merely by budgets and figures but by tangible improvements in people’s lives. He called for greater accountability, citizen participation, and periodic reviews at the district level to track progress on key schemes.
The meeting concluded with the Chief Minister reiterating his government’s commitment to balanced growth, financial discipline, and inclusive development, assuring that every effort will be made to translate policy into action on the ground.
