The Jammu and Kashmir Legislative Assembly is set to discuss seven critical private members’ resolutions on October 29. This engaging session will take place during the autumn session of the Jammu and Kashmir Legislature, which began on October 23.
Out of a total of 55 Private Members’ Resolutions submitted, the Legislative Assembly Secretariat has approved these seven for discussion. The resolutions address pressing issues such as relief for flood victims and the regularization of daily wagers in various government departments.
Among the resolutions selected, three originate from BJP MLAs, two from the National Conference, and one each from Congress and an Independent legislator. This diverse representation emphasizes a collaborative effort to tackle key issues affecting the region.
One notable resolution comes from BJP MLA Pawan Kumar Gupta of Udhampur West. He appeals for urgent government action to assist families affected by recent flash floods and landslides. Gupta’s resolution seeks financial assistance from the Union Government under the National Disaster Relief Fund (NDRF).
“This House urges the Government to ensure adequate compensation and restoration of livelihoods to the affected families,” Gupta stated, underscoring the resolution’s importance.
Another significant proposal, presented by Balwant Singh Mankotia from Chenani, aims to allot 10 marlas of land to families who lost land during the floods in August 2025. “This House resolves that 10 Marlas of land be allotted for construction of residential houses and cattle sheds for affected families,” his resolution reads.
On the National Conference side, Ajaz Jan, the MLA from Poonch, has called for the regularization of daily wagers employed in government departments. His resolution, which ranks at Serial No. 6, seeks to establish a clear framework that recognizes service duration and performance as eligibility criteria.
Additionally, NC legislator Dr. Syed Bashir Ahmed Shah (Veeri) has proposed a resolution aimed at enhancing employment opportunities for the youth in both public and private sectors. He emphasizes the need for promoting agro-based industries to create sustainable jobs.
Leading the resolutions, Congress MLA Nizam-ud-Din Bhat proposes establishing a National Law University in Srinagar. He insists on the necessity of initiating this process without delay, given that funds for the first phase have already been allocated. “This House unanimously resolves to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay,” Bhat remarked.
Additionally, BJP MLA Rajeev Kumar Bhagat from Bishnah has submitted a resolution demanding revitalization of irrigation infrastructure across the Union Territory. Listed at Serial No. 4, his proposal urges the government to restore canal networks, ensure reliable irrigation for agricultural lands, and provide necessary support to farmers to enhance productivity.
The Independent MLA from Thannamandi, representing the Rajouri district, has also moved a resolution regarding the implementation of the Jammu and Kashmir Panchayati Raj Rules. This proposal emphasizes the importance of executing works through local Halqa Panchayats rather than by contractors. “This House resolves to implement Rule 49 of the J&K Panchayati Raj Rules, 1996,” the resolution states.
The Assembly has utilized its initial days primarily for obituary references and will take a recess from October 24 to 26. It will resume on Monday, with private members’ resolutions set for discussion on Wednesday, and the session concluding on Friday.
Interestingly, none of the three PDP MLAs had their resolutions selected for this important draw, highlighting the competitive nature of legislative discussions in the region.
